The elements of this article are spot on. A desired of improved efficiency by carriers have minimized claims staff and loss control field personnel. The soft market has led to many false assumptions about workers’ compensation as competition fluctuates within the carrier ranks and agents/brokers continue to be price driven. Economic difficulties too have made it harder for clients to staff the role of in-house claims administrator (a critical role), and enabled a longer open-claim cycle to prosper. If more carriers would consider the smaller claim load along with a shorter pass-off protocol as you mentioned, we would all benefit.
